I hope you will be able to find free Italian books books for your children.
If you will ever consider purchasing Italian books, please consider bilingual Italian-English books offered by Long Bridge Publishing http://www.longbridgepublishing.com
The books are sold by Amazon.com and Amazon.co.uk and are also available as PDF downloads for a very low price (on the publisher's website, under "e-Books").
They are suitable to very young readers and have lots of illustrations.

My daughter (3 and a half years old) likes the books pubblished by "La Coccinella" very much. A lot of books have been pubblished for more than 20 years: they are classics! Two of her favorite stories "Acquina Acquetta" and "Ninna-o, Nanna-o" were already my nephews favorites and they are 21 and 18 years old!

I have never tried the website, because I usually buy all the books I know I will need for her birthday, Christmas, and any other occasion (pacifier/binky fairy visit, for example) when I go to Italy, once a year.
The shipping cost seems reasonable, because the books are often discounted.

IBS is always a great place to find discount books. La Feltrinelli, however, organizes its books better on its website (by age whereas IBS is just "kids" unless things have changed since the last time I shopped). I usually buy from there for between-Italy purchases. I've also found http://www.languages4fun.com/, which is great because it's US-based (for the person who lives in the US) and has many books/CDs/DVDs in Italian and bilingual books as well. But since you're looking for free, have you talked to your local library? I know our library has books in Italian (as well as many other languages) along with CDs (no DVDs at the moment) and the librarians are always happy to help find other items through inter-library loans. For the person who lives in London, I can't imagine that the children's libraries are English only. Otherwise, Italian cultural centers in your area might have some resources available.

Now there's an Italian version of amazon which I find easier to use than either ibs or feltrinelli. The feltrinelli site is annoying if any of the books you want turns out to be unavailable as you have to go back to your order and delete each book individually. Amazon.it works just like amazon.com and if you have an account already set up with any of the other amazon sites you can just log in and they already have all of your information.
